@Wang, These are minimum requirements! So it wouldn’t be strange if you couldn’t play it. At least get the recommended requirements.
I don’t own the best “laptop” (in my case) thats out on the market. But I can play 1366 x 768 at 42 fps.
My requirements are: AMD Turion64 x2 2.1 ghz 4 Gb 800 mhz RAM & ATI HD3650. Just swap your ram and put a new vga card in your pc. And you should be able to run it fine.

Its more dependent on your video card. If you meet the minimum requirements, than probably, just not without severe lag.
